Gemini-2.5-pro 429 after upgrade to tier 1

I upgraded my project to tier 1 and generated a new api key after. However, I’m getting a free tier rate limit error at the first request.

I’ve checked everything. I double-checked that my project has a billing account, card is valid, key is generated within my project. I can use gemini-2.5-flash fine but not pro. What is the issue? How do I get it to recognize my api key is on tier 1?
