My api key says tht I am on the free of charge plan, and there is no option to change that. If I create a new key, it is always on the free of charge plan. I have billing set up and active. Will I automatically be transitioned to pay as you go if I exceed the rate limits?

No, It won’t change automatically to paid plan, so you can create new api key.
