Can't use Veo 2, many users reported this problem

When trying to use Veo 2 to create a video it sends me a message that says “Failed to generate video: user has exceeded quota. Please try again later.”, despite having 10/10 generations. If it’s a matter of not having the paid version, it’d be better if they actually inform it instead of putting the blame on the user, since I’ve seen the only “solution” you give is for us to “refresh the page” or “clear cache” when it’s obvious the problem is originated by the site, not the user. It’s in fact unfair for the people who can’t afford a paid version to not be able to have at least a few generations to create a 8 seconds video, since the actual reason why you’re not letting users who have the free version create videos is very evident.
