API keys stuck on "Unavailable" Billing Tier despite Generative Language API being explicitly enabled in GCP for the first time i am generating the api key

All the API keys I created in the Gemini API key section show an 'unavailable' status under the 'plan', not the 'Free tier'. When I try to make a call with the API key, I get an HTTP 429 error. Why is this happening? Gemini API ai-studio , api	2	442	January 12, 2026
