The message says that API access is restricted and asks me to set up billing.
I am a student using the Gemini API for learning and development. I do not want to enable paid billing or make a payment. I would like to use the eligible Free Tier.
Could you please manually review my project and let me know why my Free Tier access is restricted and whether the restriction can be removed?
