429 Resource exhausted

Hello,

I am using the Gemini API with a project shown as Tier 1 / Postpay in Google AI Studio.

Text generation works properly via the API, but image generation calls with the model:

gemini-3.1-flash-lite-image

consistently fail with:

429 RESOURCE_EXHAUSTED

The quota details returned by the API are:

generativelanguage.googleapis.com/generate_content_free_tier_requests

generativelanguage.googleapis.com/generate_content_free_tier_input_token_count

with the quotas:

GenerateRequestsPerDayPerProjectPerModel-FreeTier

GenerateRequestsPerMinutePerProjectPerModel-FreeTier

GenerateContentInputTokensPerModelPerMinute-FreeTier

and a limit:

limit: 0

quota_limit_value: 0

location: global

The issue is that the project/key is indeed displayed as Tier 1 / Postpay, but the API seems to be applying Free Tier quotas to the image model.

The full relevant message is:

You exceeded your current quota, please check your plan and billing details.

The API also indicates a retry delay of about 39 seconds, but since the Free Tier limit is set to 0, waiting changes nothing.

Could you please check whether the project is properly provisioned for Paid Tier quotas for gemini-3.1-flash-lite-image?
