403 PERMISSION_DENIED — “Your project has been denied access” — Request for manual review

Hello Google AI Developers team,

I am requesting a manual review of my Gemini API project because all Gemini API GenerateContent requests are currently rejected with:

HTTP 403 PERMISSION_DENIED

“Your project has been denied access. Please contact support.”

Project details:

  • Project name: CryptoSignalBot

  • Project ID: cryptosignalbot-5095..

  • Project number: 3506058287..

  • Intended use: personal development and testing of a crypto market analysis application

I have verified the following:

  • Gemini API / Generative Language API is enabled on the project.

  • I am the Owner of the Google Cloud project.

  • The API key is valid and is associated with the project.

  • Application restrictions are set to None.

  • The service account associated with the API key is enabled.

  • ListModels requests succeed successfully.

  • GenerateContent requests fail consistently with HTTP 403.

  • Google Account date of birth is configured.

  • Phone verification is configured.

  • 2-Step Verification is enabled.

  • AI Studio Terms did not present any pending acceptance requirement.

  • The AI Studio Rate Limits page currently does not show any quota information.

The Cloud monitoring data also shows:

GenerativeService.GenerateContent:

  • Requests: 4

  • Errors: 100%

ModelService.ListModels:

  • Requests: 2

  • Errors: 0%

This indicates that authentication and model listing are working, but GenerateContent access is being denied.

I am not requesting any private credentials to be exposed and I have not included my API key.

Could you please review the access/security status of this project and let me know whether there is an account, project, eligibility, or Trust & Safety restriction preventing Gemini API GenerateContent access?

If the project was flagged automatically, please let me know what steps are required to restore access.

An HTTP 403 error or “Unavailable” status indicates an automated security or verification flag on the project account. Since the 403 error persists after verifying account age, phone verification, 2-Step Verification, and API key generation, there are a few remaining steps.

If completing these steps still does not restore access (or if using a model requiring a paid tier), you might want to consider adding prepayment credits directly in Google AI Studio and/ or attaching a Google Cloud Billing account in the Google Cloud Console. Please note this will mean you lose your free tier quota.

If you are on a paid tier:

  1. Check for banners / error callouts in the AI Studio Projects page & the Billing page. Mostly these flags cause visible banners or other errors on these pages with concrete next steps / appeal links. You can also check the email address associated with your project for information on next steps.

  2. If your GCP project/ billing account is suspended, you must submit an appeal directly through the Google Cloud Console following the Project Suspension Guidelines (Help Center)
