Uploaded PDF accepted initially but fails Interactions API function continuation with Unsupported file uri: blobstore:///

I have generated this bug report via Codex after running into a range of inconsistent errors involving file uploading. tldr; when uploading a file using the files API, the uploaded file is (sometimes) corrupted, making loading a stored request via previous_interactions_id impossible if the file is provided in the initial request:

Summary

A PDF uploaded through the Files API is accepted by an initial Interactions API request, which successfully returns a function call. Submitting a text-only function result using previous_interaction_id then fails with:

400 invalid_request
Unsupported file uri:
blobstore:///genai-api/blobref/global::000050ecbb30026d:000002fa:2:000050ecbb30026d:0000000000000001...

The application supplies a standard HTTPS Files API URI. It does not construct or submit a blobstore URI.

The failure appears associated with a particular uploaded file record. Two uploads of the same local PDF produce consistently different continuation outcomes.

Observed results

Each attempt starts a new interaction, receives a function call, and submits the literal text "OK" as its result.

Both uploads reported:

  • Valid HTTPS URIs
  • Expiration on October 2, 2026, after the tests

For the failing upload, continuation failures occurred after initial responses reporting both nonzero cached tokens and zero cached tokens.

Minimal reproduction

This reproducer follows the tested request sequence. Set GOOGLE_API_KEY and substitute an existing uploaded PDF’s file name. Running it makes two model requests.

Expected behavior

The continuation resolves the retained PDF input and completes with "OK", as it does for the successful upload.

Actual behavior

For the affected upload, the initial interaction returns requires_action, but the continuation raises:

Impact and investigation request

This blocks function-calling workflows involving otherwise valid uploaded PDFs. Starting a new interaction with the affected upload did not resolve the failure across three attempts. A separate upload of the same local PDF succeeded across three attempts.

The observations suggest an upload-specific issue resolving internal file references during interaction continuation, but we cannot confirm the backend cause. Could you investigate why an ACTIVE file works for the initial request but fails when restored through previous_interaction_id?
