Tensorflow windows vs linux versions

I am trying to run sample tensorflow code which is working as expected in Ubuntu, but not in windows.

import tensorflow as tf
from tensorflow.keras import layers
from tensorflow.keras import losses
model = tf.keras.Sequential([
layers.Embedding(10000, 16),
layers.Dropout(0.2),
layers.GlobalAveragePooling1D(),
layers.Dropout(0.2),
layers.Dense(1)])
model.summary()

tensorflow version - 2.16.0rc0 in windows
tensorflow version 2.13.1 in ubuntu linux

Any suggestion to resolve this issue for windows environment?

I am trying to build a sequential model as mentioned in text classification example. Facing issues with below sample code - only in windows. same code working fine in Ubuntu linux.
