Tag description and scope

Can we add a wiki thread where we explain with a single sentence the original scope of each introduced tag?

I am a little bit confused by some tags like Keras vs sig_keras or help_request vs help_dev etc.

I think that this it could really be used as reference for the community.

Also, when a new tag request is accepted we could just edit the wiki post and add a new line.

I am uncertain if my question is relevant here.

I do not know why whenever I post a question on forums, it will appear as light gray text while others are dark black.

Is there something wrong with it?
