The Google cloud project is created. Billing is connected and i can see TRIAL enabled in https://console.cloud.google.com/. Yet in the deployment window, the “refresh” link doesnt react, and deploy button is disabled.
How do i get this working?

Could you please confirm that you have all the necessary Owner or Editor permissions on the project, that any required service quotas are enabled under( IAM & Admin → Quotas), and whether this project is part of a restricted organizational account that may be blocking deployments?

Same issue. I’ve tried making new billing accounts and so forth without success.
It was solved by using another browser for me
No it wasn’t, then i got a new error it could not deploy! 
BUT I found a solution to that too.
There is a “Copy app” button in Google AI studio. Up to the top right next to Github (to the left of it). Then just copy your app and then try redeploy!
I think its a token payment validation issue
It took about 24 hrs later , i was able to deploy in google cloud without glitch
