the goal of the competition is to have Gemini as the star but is it okay to have a fall back model because i keep hitting the quota on vertex

Yes, it is allowed to use other models (where they make sense) as long as the focus is on Gemini.
Using other models to avoid a quota issue sounds like it might be poor engineering - which would mean fewer points in that evaluation.
If you’re using Vertex, have you gone through the regular quota increase process?
