I am using the paid Gemini API with gemini-embedding-001, google-genai 1.75.0, and API-key authentication.
During a multi-hour period, more than 30 requests failed with:
429 RESOURCE_EXHAUSTED: Quota exceeded for aiplatform.googleapis.com/global_embed_content_requests_per_minute_per_base_model with base model: gemini-embedding
Successful requests occurred between failures. Visible usage peaked at approximately 10 RPM against a 20,000 RPM limit. The referenced Agent Platform quota shows a separate 100,000 RPM limit, but no usage or exceeded telemetry is available for it.
No Google Service Health incident was reported during the affected period.
This appears similar to this reported issue.
Could someone please confirm whether this is a known quota-routing or service issue?
