How to analysis large amount of code using Google AI Studio?

I prepared a bunch of source code that packed with a *.txt file. I tried to analysis these code using Google AI Studio with Gemini 1.5 Pro 002 model. But I always get the following error:

You've reached your rate limit. Please try again later.

Since the 2M limit has not been reached yet, how can it be executed normally?

The app appears to be triggering rate limit restrictions far earlier than is appropriate. We are seeing that as well.
