but, what i dont want to do is get charged. if it gets the limit in needs to stop working and not charge me, how can i do this?
Not clear on why this fact is relevant to the question.
The simplest approach to not getting charged is to use the free API. The amount of use is obviously limited and data supplied to the free API can be used by Google. But it does exactly what you say you want, it stops working when the quota is reached (it replenishes the quota on a daily basis).
