Does this apply if the individual or group isn’t real? For instance in a fantasy or novel setting, if Gemma was writing the dialog of a mayor who was instructing the heroes to go kill a group of bandits that is threatening the town.

I feel like the answer is likely “no this is fine for fantasy content” but while the Prohibited Use document is not legalese, they leave a lot up for interpretation.

Avoidance of:

Excessive Violence: Very detailed, cruel, or bloodthirsty descriptions of violence should be avoided, even in a fictional context. Violence must not be glorified.

Incitement to Real-World Violence: The content must not, under any circumstances, give the impression of endorsing or promoting real-world violence.

Hate Speech or Discrimination: Even in a fictional context, it is unacceptable to incite hatred or discrimination against real-world groups by, for example, depicting the fictional “bandits” as stand-ins for a real ethnic group and describing them with derogatory terms.
