Gemini upgraded to teir 1 still getting 429 error and can't generate media

I have added billing details and upgraded to teir 1 . i still get 429 everytime i try to generate image using gemini-2.5-flash-image . on dashboard it shows 0 reqs .

Please follow the instructions below to troubleshoot the issue:

  1. Navigate to the GCP Console and open APIs & Services.
  2. Under Metrics, search for and select Generative Language API.
  3. In the Quotas & System Limits tab, review the Current Usage Percentage.

If the usage has reached 100%, your quota limit has been exceeded, which results in the 429 error.

No its all at zero percent .

Still getting 429 . also in ai studio api keys section i can see paid tier one but i can’t link api key to use nano bannana pro it shows no paid projects available
