Gemini API 403 "Your project has been denied access" after account restoration – free tier

Hello,

All generateContent requests from my projects return:
403 PERMISSION_DENIED – “Your project has been denied access. Please contact support.”

Projects:

  • agente-telegram-511017
  • gen-lang-client-08886362.. (Default Gemini Project)

Context:

  • My Google account was disabled on Oct 9, 2026 and restored on Oct 13, 2026.
    I received emails confirming both projects were reinstated.
  • Listing models (models.list) works with the same keys.
  • generateContent fails with 403 on gemini-3.8-flash and gemini-3.5-flash.
  • Both keys were created in Google AI Studio (restricted to the Gemini API).
  • AI Studio shows billing tier “Unavailable” for both projects.
  • Personal, non-commercial learning project. 2-Step Verification enabled.

I would like to keep using the free tier without enabling billing.
Could you please review the access status of these projects?
