I am not a lawyer, so you may wish to check for yourselves, but residents of Mainland China are not listed as being able to participate according to the rules.

According to the official rules, residents of China are not eligible to participate in the Gemini API Developer Competition. Participants must be legal residents of one of the 50 United States, Washington D.C., or one of the listed eligible countries/territories.
