Well, most likely yes because usually the more complex a project is, the more interesting and mind-blowing it is.

The judging criteria are given in the rules.
I’m not sure I would say “complexity” is specifically a part of it, however I’m not sure that many of the objectives (remarkability and creativity) can be done with just a plain templated prompt or a simple RAG solution.
But also note that the execution makes it clear that it should be well designed. So complexity for the sake of complexity won’t win the day.
