If I’m using multiple models, like switching between gemini-flash and gemini-pro, do RPM limits count across all models, or are they tracked separately?

Based on observation, they are separate. There is a grey area I haven’t tested, some models are really just an alias / shorthand for another model, so if you have exhausted your quota on one, I think that means you have exhausted it on the alias as well. But, that last part not tested.
