I am a developer from Canada, and I noticed that when selecting ‘Country of residence,’ Canada is not listed. Does this mean Canadian developers cannot participate in Gemini API Developer Competition?

How does the billing works, where can I see the limits of usage or the free usage limit exceeding, would you recommend me disbale billing everytime I am not using it for the competition?
