API Usage Exhausted

Hi, I am not able to use any of gemini models and getting following error:

However, I am able to chat and upload files in Google AI Studio web app. I am confused are the free tier boundaries only for API usage?

Also, Is it possible to find why my API usage is exhausted?

I am definitely not exceeding the free usage criterias, for e.g.


Free:
15 RPM
1 million TPM
1,500 RPD
