AI Studio publish fails with “user has exceeded quota” despite empty Cloud Run, active billing, and failed exports

I’m having a persistent deployment/export failure with a Google AI Studio app.

Project ID: mystic-spark-****

The app itself is intact and works normally inside the Google AI Studio editor/preview, but I cannot publish or export it successfully.

When I click Publish, I receive:

“Failed to create Cloud Run service: user has exceeded quota. Please try again later.”

What I have already confirmed:

  • Cloud Run currently shows zero deployed services for this project.

  • Visible Cloud Run quota usage is nowhere near exhausted.

  • Billing has been upgraded and is active.

  • Retrying Publish after upgrading billing produces the exact same error.

  • GitHub integration fails with: “Failed to push commit to GitHub.”

  • Downloading the project as a ZIP causes the AI Studio page to become unresponsive and time out.

  • Export to Antigravity reports “Export successful,” but the handoff/open step does not complete reliably.

  • The application still opens, edits, and previews normally inside AI Studio.

Because the app is functioning inside AI Studio but every external deployment/export path is failing, this appears to be an issue with the AI Studio deployment/export pipeline rather than an exhausted Cloud Run quota in my project.

Could someone from the AI Studio team please investigate the backend deployment state associated with this app/project?

I can provide the Applet ID, screenshots, timestamps of failed deployment attempts, or any other diagnostic information needed.

Thank you.
