Workspace Admin account getting 403 / Project quota tier "Unavailable" on new project

Hello,

I am the primary Administrator of a custom Google Workspace domain. I am attempting to test the Gemini API via Google AI Studio using a newly created Google Cloud project, but my environment has hit a known provisioning block.

  • The Issue: The AI Studio dashboard shows the Billing/Quota Tier as “Unavailable” (with a popup stating “Project quota tier unavailable. Please contact your project administrator for assistance”), even though I am the absolute Administrator.
  • Symptoms: Any external terminal curl request to the generateContent endpoint immediately returns a 403 PERMISSION_DENIED error.
  • Project Details:
    • Project Name: Cimmeria (cimmeria)
    • Project Number: 986067944..

It appears my account is missing the initial “GenerateContent free tier input token” producer entitlements due to a backend synchronization failure on Workspace accounts. Could an engineer please check my project number and manually assign the Free Tier allocation to this project?
