Veo 3.1 says "user has exceeded quota" even after prepaid credits were confirmed active

I purchased $10 prepaid credits for Google AI Studio/Veo using Cloud Billing.

Google Billing Support already confirmed that:

  • the payment was successful,

  • the credits are active,

  • and they are linked to billing account 01F02B-B029E2-130DB0.

However, AI Studio still shows “No credits” and every Veo request returns:

“Failed to generate video: user has exceeded quota.”

I already:

  • linked the paid API key,

  • verified the billing account,

  • used the correct project,

  • retried in incognito mode,

  • and waited for synchronization.

Billing Support said this may be an AI Studio/Veo synchronization issue and asked me to contact the developer community.

Has anyone experienced this or found a fix?

Yes, literally the same exact issue and credit amount loaded.

To troubleshoot this quota issue, please provide your project number (not the project ID) via direct message. You can do this by clicking on my profile and selecting the message button to start a private conversation.

It seems like all of the AI chat assistants are now being overloaded, ChatGPT voice limits reach within 30 mins, Grok on paid plans, voice and text stop after between 15 to 30 mins. I really don’t think that suddenly hundreds of thousands of users are using this assistants. It mainly really started about two to three weeks ago for me.

Openclaw, ollama and a free LLM seems to be the only way to go at the moment really.
