If i am creating a project and i don’t have enough budget for billing of api usage then can i use gemini api keys from mine multiple google accounts like 3 or 4 so that i can continue building my project without any obstacles for gemini api developer competition?

I’m not a lawyer, and cannot advise you how you should behave, however, I would point you to the Google API Terms of Service which states in Section 2d:
Google sets and enforces limits on your use of the APIs (e.g. limiting the number of API requests that you may make or the number of users you may serve), in our sole discretion. You agree to, and will not attempt to circumvent, such limitations documented with each API.
