Trying to publish app in AI Studio Error failed precheck condition

I migrated my app from firebase as required. When I try to publish get an error that failed pre-check condition but absolutely no indication as to what the error is. Very frustrating because I have no issue publishing and using app in firebase but cannot seem to get this most basic process completed.
