My account was on Tier 3 with no issues. After making a payment (~$340), my tier was suddenly downgraded to Tier 1, and all API requests now return 429 RESOURCE_EXHAUSTED due to the $250 spending cap.

• Previous tier: Tier 3
• Current tier: Tier 1 (downgraded automatically after payment)
• All Tier 2/3 qualification criteria are met
This appears to be the same systemic bug reported in multiple threads since the April 2026 billing changes.
Please restore my account to Tier 3. Thank you.
