Tier 3→1 auto-downgrade every ~11 days despite correct billing — production outage

Body: My billing account 016AA9-C23B33-8C1305 is postpay with all payments current (2+ months, no outstanding balance), yet it auto-downgrades Tier 3->Tier 1 about every 11 days (4/15, 4/17, 4/28, 5/19, 5/30 KST), each time hitting “monthly spending cap exceeded” (error 1011) and knocking out my production Gemini Live voice service for 22 businesses. Same as Google Issue Tracker . Requesting an urgent fix and a way to make the account resilient against erroneous downgrades.

Billing account 016AA9-C23B33-8C1305 (postpay, all payments current for 2+ months, zero outstanding balance) gets auto-downgraded from Tier 3 to Tier 1 roughly every 11 days — confirmed on 4/15, 4/17, 4/28, 5/19, 5/30 (KST). Each downgrade triggers “monthly spending cap exceeded” (1011) and takes down a production voice-AI service serving 22 businesses. Billing is fully correct each time. This is a critical production-impacting bug. Please prioritize.
