Tier 2 upgrade not propagating to API backend — 429 “exceeded monthly spending cap” persisting 8+ days

My billing account was upgraded to Tier 2 on 2026-05-19 (AI Studio
Billing page confirms “Paid 2”). However, the Gemini API has been
returning HTTP 429 RESOURCE_EXHAUSTED with “Your billing account has
exceeded its monthly spending cap” continuously for 8+ days now.

Details:

  • Tier shown in Billing page: Paid 2
  • Expected cap: $2,000/month (Tier 2)
  • Actual May usage on this account: ~$250 (well below the cap)
  • Error persists across all models (gemini-2.5-flash, gemini-2.5-pro,
    gemini-flash-latest)
  • Affects all projects on this billing account
  • Adjusting the project-level spend cap did not help (the error is
    about the BILLING ACCOUNT cap, not the project cap)

This appears identical to the known issue in internet.

Could anyone please help force-sync the cap
counter on the backend for billing account 01DB95-A2ECF0-5EF72A?
