"This API is not available in your current location" — persistent 400 from a supported country (Canada, OVH datacenter IP)

I'm getting a consistent 400 error from the Interactions API
(POST /v1beta/interactions) since 2026-08-18:

Details:
- Server location: Montreal, Quebec, Canada (OVH datacenter VPS)
- Canada is listed as a supported country/territory
- Same API key works fine (HTTP 200) when called from a residential IP
  in Chile — confirmed side-by-side test, same key, same model
- Google Cloud project (gen-lang-client-02952531..) has billing enabled,
  Tier 1, plus prepaid credit added — no change in behavior
- Tested both IPv4 and IPv6 from the same server, both blocked identically
- Was working fine from this exact server as recently as 2026-08-17
  (successful 200 responses in logs), broke starting 2026-08-18 15:05 UTC
  with no changes on my end

This looks like an IP-range geolocation misclassification for this OVH
datacenter block, not an account or billing issue. Could someone help
get this IP range re-evaluated?

Please try switching to IPV4. Let us know if the issue still exists.
