official locations page lists them as available in Europe.

Regions tested, all 404: europe-southwest1, europe-west1,
europe-west2, europe-west3, europe-west4, europe-west9
Error body:
“Publisher model projects/moicro-ai-reception/locations/europe-west3/ publishers/google/models/veo-3.1-fast-generate-001 was not found or
your project does not have access to it.”
The same request succeeds in us-central1 for both lite and fast,
returning a valid 720x1280 video. Credentials, IAM and API enablement
are therefore correct — this is region access.
We are an EU company (Spain) and need EU data residency under GDPR:
our inputs are photographs of our customers’ premises and staff.
Please enable Veo 3.1 (lite and fast) in europe-southwest1 and/or
europe-west3 for this project.
