Hello Google Gemini API team,
I am requesting a manual review of my Gemini API project access.
I am trying to use the Gemini API on the Free Tier for local development of my application, MIFA AI.

Current Google AI Studio status:
- Project quota tier: Unavailable
- Billing tier: Unavailable
- API access: Restricted
My application receives:
HTTP 403 Forbidden
Request endpoint:
https://generativelanguage.googleapis.com/v1beta/models/gemini-3.8-flash:streamGenerateContent?alt=sse
Model:
gemini-3.8-flash
The API key was newly created in Google AI Studio and is an Authorization API key.
The request uses the official Gemini API authentication header:
x-goog-api-key
The API key itself is NOT included in this post.
I have already completed the account verification requirements:
- 2-Step Verification is enabled
- Phone number verification is complete
- Age / date-of-birth verification is complete
Despite these being completed, Google AI Studio continues to show:
“Project quota tier unavailable. Please contact your project administrator for assistance.”
API requests continue to return HTTP 403 PERMISSION_DENIED.
I am requesting access to the Gemini API Free Tier for legitimate low-volume local development and testing.
I am NOT requesting a paid-tier upgrade, and I do not want to enable paid billing or prepayment.
Could you please manually review the account/project restriction and let me know whether this project can be granted Free Tier Gemini API access?
If there is a specific requirement or restriction that is preventing Free Tier access, please tell me what needs to be completed.
