Request for manual review — Gemini API 403 PERMISSION_DENIED / project Restricted

Hello Gemini API team,

I am requesting a manual review of an unexpected Gemini API access restriction.

Project details:

  • Project name: JARVIS CORE AI

  • Project ID: jarvis-core-ai-5059..

  • Project number: Available privately upon request

  • Account type: Personal Google account

  • Region: Japan

  • Runtime: Google Apps Script

  • Model tested: gemini-3.5-flash-lite

  • Intended tier: Free Tier

Google AI Studio shows the project as “Restricted / Unavailable,” and every generateContent request returns:

403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”

This is a newly created project used only for a private, low-volume automation system. The first and only API test was a text-only code-review request for my own Google Apps Script source code.

There is:

  • No public traffic

  • No user-generated content

  • No scraping

  • No bulk messaging

  • No proxy or quota circumvention

  • No abusive automation

The API key was created in Google AI Studio and is stored only in Google Apps Script Script Properties. It has not been included in source code, client-side code, a public repository, or a public document.

I contacted Google Cloud Support and requested a manual Trust & Safety review. On August 20, 2026, Cloud Support replied that Google AI Studio access and Gemini API Trust & Safety reviews are outside their support scope and directed me to the Gemini API troubleshooting documentation.

I also checked the official “Report unexpected 403’s in Gemini API” form, but it is now closed and directs affected users back to Cloud Billing Support. This leaves no available appeal path through the documented support channels.

Could the Gemini API team please review whether this project or account was incorrectly flagged and restore API access, or provide the correct manual review path?

I can provide the full project number, Cloud Support correspondence, redacted request logs, and any additional verification privately if required.

Getting a 403 API error response and / or seeing “Unavailable” next to your project in AI audio indicates a flag has been placed on your account. To proceed:

  • If you’re on the free tier with no billing attached, you should consider setting up billing. In most cases this is enough to clear any flag on your account. Please note this will mean you lose your free tier quota. You should also see a banner in AI studio prompting you to set up billing.
