I am requesting a manual review of Gemini API access for our Google Workspace account and project.

Billing tier: Free Tier
Every generateContent request returns:
HTTP 403 PERMISSION_DENIED
"Your project has been denied access. Please contact support."
I have already completed all troubleshooting steps recommended by Google Support:
- Phone verification completed
- 2-Step Verification enabled
- Authenticator configured
- Age verification completed
- New Gemini API key created after account verification
- Google Cloud Billing removed so the project remains on the Free Tier
- No suspension, policy violation, or appeal banner is displayed in Google Cloud Console
- The request is reaching the Gemini API successfully, but content generation remains denied
Google Cloud Billing Support confirmed that Free Tier access was being restricted by automated account verification checks. After completing the requested verification steps, the restriction still remains.
This project is being used for legitimate, low-volume internal business email automation for Phoenix RD Global.
We would like to remain on the Free Tier and are not requesting a Paid Tier upgrade.
Please manually review the account/project flag and restore Gemini API access if this restriction is a false positive.
