Hello Google AI Developers Team,
I am a university student working on a non-commercial student project called “Góc nhìn sách” (a Vietnamese book review website).
I am trying to integrate the Gemini API into my Laravel application for development and testing purposes. However, every Gemini API request from my newly created project returns:
HTTP 403
PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
Project information:

The project was created through Google AI Studio, and I created a new Gemini API key specifically for this project.
I have already tried the following:
- Created a new Google AI Studio project.
- Created a new Gemini API key for the new project.
- Enabled 2-Step Verification on my Google account.
- Verified that my Google account does not require age verification.
- Updated my Laravel application to use the new API key.
- Cleared the Laravel configuration cache.
- Tested the API request again from my Laravel application.
- Tried the model recommended by the API error, gemini-3.6-flash.
The request is successfully reaching the Gemini API, but the project is rejected with HTTP 403.
In Google AI Studio, the project currently shows:
Billing level: Configure billing
Billing status: Unavailable
State: Limit
I would like to use the Gemini API Free Tier if possible, because this is only a university student project for learning, development, and demonstration. It is not a commercial application.
Could you please review the access status of my project and let me know why the project has been denied access, and whether Gemini API access can be enabled for this project?
I have not included my API key or any other private credentials for security reasons.
