Request for manual review — 403 PERMISSION_DENIED, AI Studio projects Unavailable, accessibility barrier

I am requesting a manual review of my Google AI Studio access.
Google AI Studio returns error code 403 when I attempt to generate TTS audio, and my projects are shown as Unavailable.
I am blind and use the NVDA screen reader on Windows. This has made the current support process particularly difficult. The 403 notification in AI Studio is not readily accessible for navigation or copying with NVDA, and I have been unable to find an accessible appeal mechanism associated with the restriction.
I have already verified the following:
My Google account age is verified.
I am located in Iceland, which is a supported region.
I am the Owner of the affected Google Cloud project.
The Generative Language API is enabled.
Creating/importing another Cloud project did not resolve the problem.
I have checked Google AI Studio and Google Cloud for an explanatory restriction or appeal banner and have not found one.
I have checked the email associated with the account and have not received an explanation or appeal notice.
I also attempted to follow Google’s recommendation to contact Cloud Billing Support. However, the Billing Assistant will not provide support because I am not a Billing Account Administrator. I am using the free tier and do not have a billing account attached.
My use case is straightforward: I use Google AI Studio’s TTS functionality to create speech files for legitimate educational and professional purposes. I have previously been able to use this functionality successfully.
Because I rely on a screen reader, repeatedly navigating inaccessible interfaces and support paths in search of an appeal mechanism presents a significant accessibility barrier.
Could someone please manually review the account-level restriction and either restore access or provide me with an accessible method of appealing the restriction?
