Question about “professional or business purposes” for individual development

I’m an independent developer working on a personal software project.

I’m considering using the Gemini Developer API during development to help with tasks such as organizing, classifying, and processing my project’s internal data.

The project is currently not a commercial service, and the API would not be exposed to end users. I’m also not currently generating revenue from the project.

However, I am developing the project seriously with the possibility of eventually using it for professional or business purposes.

Would this type of development-time use of the Gemini Developer API fall under the “professional or business purposes” requirement in the Gemini API Additional Terms?

If this use case is considered consumer/personal use and therefore not permitted, could you clarify what type of individual development would qualify as “professional or business purposes”?

I have a similar question, specifically regarding Germany and the EEA restriction.

I am building a local AI assistant exclusively for myself. Nobody else will use it. It would support both personal tasks (research, shopping comparisons, home automation and coding) and development of projects that I may monetize later. I am not currently generating revenue from those projects.

May I use the Gemini API Free Tier without enabling Cloud Billing for this mixed use?

Does “making API Clients available to users” in the EEA include an application developed and used solely by its developer?

If mixed use is not permitted, would using it exclusively for development of the planned commercial projects qualify?

I would appreciate clarification from the Google team. Thank you!
