I’m trying to publish a full-stack application called Apexwealth created in Google AI Studio Build Mode. When I select Publish, the Confirm project and billing screen shows “Default Gemini Project” and “No billing setup,” with only “Set up billing” and “Refresh.” Refresh does not change anything. My project has no Cloud Billing account, and I do not want to enable paid billing or add a payment method. According to the Google AI Studio documentation, the Starter Tier should allow eligible users to publish up to two full-stack applications without a billing account. Please check why the Starter Tier option is not available for my account.

Not all accounts are eligible for The Starter Tier. Please check out the caveats mentioned in the Google AI Studio deployment documentation. Eligibility is determined automatically, and we cannot review Starter Tier access manually.
You might want to consider linking a Cloud Billing account to your project.
