Policy clarification: all-ages iOS app using user-provided Gemini API keys

We operate an all-ages Spanish-learning flashcard app. Gemini requests are made directly from each user’s device using an API key and Google Cloud project that the user creates and supplies. We don’t operate a proxy or provide API keys. The app is a consumer learning product and may be used by people under 18.

Is this use permitted under the Gemini API Additional Terms—specifically the age restriction and “professional or business purposes, not for consumer use” clauses? If so, what controls are required? Would restricting only the Gemini feature (rather than the whole app) be sufficient? For users in the EEA, UK, or Switzerland, is a user-owned project with active billing sufficient?

Please route this to the team responsible for interpreting the Gemini API terms, and let us know whether the reply is Google’s official guidance.
