Paid tier keeps reverting to Tier 1! Please fix this!

Our billing account is active and in good standing with no payment issues, but it keeps getting silently downgraded from Tier 2 to Tier 1. This appears to be the same sync issue reported in several recent threads.

What we’ve already tried: regenerated the API key with the correct project selected, confirmed we’re on stable (non-exp) model variants, and waited well past the 10-minute sync window. The tier still reverts.

Impact: Tier 1 caps are far below our actual usage, so our production service is broken with this error on API requests:
