Paid Tier 2 - All regions quota_limit_value: 0 for 4+ days (RESOURCE_EXHAUSTED)

Hi,

I’ve been unable to use the Gemini API for 4+ days despite being on Paid Tier 2.

Error:

  • quota_location: asia-east1
  • quota_limit_value: 0
  • quota_limit: ApiRequestsPerMinutePerProjectPerRegion
  • status: RESOURCE_EXHAUSTED

Details:

  • Project: gen-lang-client-0162076..
  • Billing page: Paid Tier 2 confirmed
  • May 1 payment: ₩40,477 successful
  • Tried new project + new API key: same issue
  • All regions show value: 0 in Cloud Console quotas page

This is clearly a backend issue as quota cannot be modified
(Cloud Console shows “0 to 0” range).

Please restore Tier 2 quota for this billing account.
