Paid Project Incorrectly Downgraded to Tier 1 (Active Billing / 429 Errors)

Hi Google AI Team,

My active paid project has been incorrectly flagged and downgraded to Tier 1, causing constant 429 RESOURCE_EXHAUSTED errors for my platform’s backend.

My Cloud Billing account is active, healthy, and has zero failed payments. Because the project is actively running Cloud Run and Firebase functions, I cannot safely use the “Disable/Re-enable Billing” workaround without bringing down my production infrastructure.

Could you please manually clear the downgrade restriction on your end and restore my Pay-As-You-Go status?
