Paid 3 account showing Tier 1 and paused below monthly spend cap

My Gemini API production account appears to be in an inconsistent state.

The Billing page shows:

  • Paid 3

  • $20,000 Billing Account Tier Cap

However, the Spend and Usage pages still show:

  • Tier 1

Additionally, the Spend page shows:

  • Monthly spend cap: $4,000

  • Current spend: approximately $2,991

  • Message: “You’ve reached the billing account monthly spend cap and service has been paused.”

The account was recently affected by unauthorized Gemini API usage, and a billing adjustment/refund has already been processed by Google.

Billing support reviewed the account and suggested the issue may be related to quota/rate-limit enforcement rather than billing.

Has anyone seen an account remain paused while simultaneously showing:

  • Paid 3 on Billing

  • Tier 1 on Usage

  • Spend below the displayed monthly cap

If a Google engineer is available, I would appreciate guidance on whether this could be a tier synchronization issue or an account state that needs manual review.
