My Gemini API production account appears to be in an inconsistent state.
The Billing page shows:

$20,000 Billing Account Tier Cap
However, the Spend and Usage pages still show:

Additionally, the Spend page shows:

Monthly spend cap: $4,000

Current spend: approximately $2,991

Message: “You’ve reached the billing account monthly spend cap and service has been paused.”
The account was recently affected by unauthorized Gemini API usage, and a billing adjustment/refund has already been processed by Google.
Billing support reviewed the account and suggested the issue may be related to quota/rate-limit enforcement rather than billing.
Has anyone seen an account remain paused while simultaneously showing:

If a Google engineer is available, I would appreciate guidance on whether this could be a tier synchronization issue or an account state that needs manual review.
