Manual sync request: "Error during billing setup" 429, prepay credits not applied

: I purchased $25 in AI Studio prepay credits on Aug 13 (auto-reload on). My billing account (is linked to project gen-lang-client-00, but clicking “Activate billing” in AI Studio gives “Error during billing setup,” and all API calls return 429 free-tier quota errors. Requesting a manual sync like similar threads here. Thank you.
