Manual review request — Veo 3.1 Lite returns 403 PERMISSION_DENIED on paid Tier 1 project

Hello Google Gemini API team,

I am requesting a manual review and removal of an unexpected Veo generation access restriction.

Project details:

  • Project name: Shinui Video
  • Project ID: gen-lang-client-02780198..
  • Project number: 3700334123..
  • Billing: Paid Tier 1, prepaid
  • Monthly project spend cap: KRW 10,000
  • Model: veo-3.1-lite-generate-preview

Observed behavior:

  • Google AI Studio recognizes the paid API key and displays the project as Tier 1 prepaid.
  • The Rate Limit page shows Veo 3 Lite Generate quota available: 0/2 RPM and 0/10 RPD.
  • A single video generation request in Google AI Studio immediately failed with: “Failed to generate video: permission denied. Please try again.”
  • The failed request was not retried and current spend remains KRW 0.
  • The AI Studio Projects and Billing pages show no warning banner, Restricted/Unavailable status, or appeal link.
  • The API key was created directly in AI Studio.
  • A previous one-time attempt to create another project was rejected as a “suspicious request”; I did not repeat it.

Legitimate use case:
This is a low-volume internal test to generate two short, realistic construction-documentary clips for a Korean factory driveway project. There is no scraping, credential sharing, API resale, or high-volume automation.

Please confirm whether an automated abuse/risk flag was applied to this account or project and route it to the Gemini API / Veo Trust and Safety team for manual review. If this is a false positive, please restore Veo video-generation access.

I can provide redacted screenshots and timestamps privately if needed. I will not post the API key publicly.

Could you please try again now and let us know if it still doesn’t work? Are you using it through API or AI Studio? If using via API, Would be super helpful if you can share an API CURL.
