Manual review request — project stuck on 403 PERMISSION_DENIED across all models even after clearing $0 credit balance

My prepay credit balance ran out (spend for Sept 1–8 was ~$149 USD), and AI Studio showed the banner “A credit balance above $0 is required to resume service.” All Gemini API calls were failing with `permission denied` at that point, which made sense given the $0 balance.

I added NT$1,000 in new credit and turned on auto-reload. The balance now shows NT$2,000 and the low-balance warning is gone. However, API calls are still failing with the same error:

Failed to generate content: permission denied. Please try again.

This happens in the AI Studio Playground with every model I’ve tried, not just one — I tested both gemini-3.5-flash and gemini-3.5-flash-lite and got the identical error on both. The Gemini API is shown as “Enabled” in Cloud Console for this project, so it doesn’t appear to be a disabled-API issue. The underlying error is a gRPC PERMISSION_DENIED (status code 7) from the GenerateContent RPC.

This looks like it may be a Trust & Safety hold placed on the project when the balance hit $0, which didn’t automatically clear when I topped up the balance. Could someone take a look and manually review/lift the restriction on this project? Happy to provide any additional details needed.

The earlier pause occurred because your prepayment credit balance was depleted. When prepayment funds reach $0, API requests pause automatically and resume once new credits are added.

Our records indicate that there is no account hold, security quarantine, or manual restriction on your project, and requests are serving normally. Please let us know if you are still getting the same error.
