Manual review request — Gemini API 403 PERMISSION_DENIED on two projects

Hello Google Gemini API Team,

I am requesting a manual review of my Gemini API access.

All generateContent requests return:
403 PERMISSION_DENIED — Your project has been denied access. Please contact support.

I tested two different Google AI Studio projects and two different API keys. Both return the exact same error.

I have checked/completed:

  • Age/date of birth verification
  • Phone verification
  • 2-Step Verification

The API keys authenticate correctly, but content generation is denied.

Intended use: development and production testing of a dealership customer-assistance application.

Could you please manually review whether there is an account-level or project-level restriction affecting Gemini API access?

I have not included any API keys or private credentials.

  1. Two different Google AI Studio projects were tested.
  2. Two different API keys were tested.
  3. Both returned the exact same error:
    403 PERMISSION_DENIED — Your project has been denied access. Please contact support.
  4. The tested operation was generateContent.
  5. Model tested: gemini-3.1-flash-lite.
  6. Intended use: dealership customer-assistance application.
  7. No API keys or credentials are included in the post.

If completing standard security and identity verifications steps still does not restore access (or if using a model requiring a paid tier), you might want to consider adding prepayment credits directly in Google AI Studio and/ or attaching a Google Cloud Billing account in the Google Cloud Console. Please note this will mean you lose your free tier quota.
