Manual review request: 403 PERMISSION_DENIED / AI Studio restricted — project

Hello Gemini API / AI Studio team,

I am requesting a manual review for a newly created personal-use Google Cloud project that is restricted in Google AI Studio.

Observed behavior

  • AI Studio Projects shows Billing tier “Unavailable” and Status “Restricted”.
  • A server-side Gemini API request fails with:
    403 Your project has been denied access. Please contact support.

Checks completed

  • The correct Google account and Cloud project are selected.
  • Gemini API / Generative Language API is enabled.
  • A dedicated API key was created and restricted to Gemini API.
  • The key is stored in AI Studio Secrets and used server-side; it is not exposed client-side or shared.
  • IAM ownership has been verified.
  • The project has no billing account, so Cloud Billing Support does not allow creation of a private support case.
  • The previous dedicated 403 appeal form is closed.

Intended use

This is a private, single-user ecommerce product-design workbench for personal use. It is not publicly deployed, does not share credentials, and is not intended to evade platform controls or automate prohibited behavior.

Please manually review project 486439926116 and restore Gemini API access if eligible, or identify the specific policy or eligibility requirement preventing access.

Please try the below steps:

  1. Check Model Availability & Rate Limits:

    • Ensure that the model you are requesting is available on your current plan. For example, not all models are available on the free tier. You can verify model availability, quotas, and limits on the AI Studio Rate Limit dashboard.

  2. Verify your Google Account:

  3. Upgrade to a Paid Tier:

    • If verifying your account does not restore access (or if using a model requiring a paid tier), you can unlock access by adding prepayment credits directly in Google AI Studio or attaching a Google Cloud Billing account in the Google Cloud Console.
